cmd/jujud: provisioning: improve test logic

Change TestRunStop to properly report the cause of the 
test failure, which turns out to be a race between the PA 
spining up a machine and the FA trying to open a port on it.

Also, don't leak a PA/FA combo on test failure.

Also, add support in Run to shutdown immediately if Stop 
is called while waiting to retry.
