fixed default bike flasher level for noFET
Limited default bike flasher brightness to MAX_BIKING_LEVEL, fixing
the default bike flasher level being too high on drivers with a single
regulator.
As part of this, added optional #define DEFAULT_BIKING_LEVEL.
