Fixes #920
Move the IProtocolFactoryFactory implementation out of xmantissa.website.WebSite
into a new powerup, xmantissa.web.SiteConfiguration. This is the first step in
untangling the way HTTP is supported in Mantissa.
A lot of dead code has also been removed, tests have been updated to use a slightly
less ad hoc API for creating state to use for testing, and some other incidental
minor fixes have been made.
