Merge better-release-script-2302

Fixes #2302

Remove the top-level release-divmod.py script and replace it with
a module in Epsilon which does many of the same things, but has
better documentation and test coverage, and parameterizes some
previously hard-coded values so as to be slightly more generally
useful.
