dkms: depending on Linux kernel v5.19

A commit baa914cd81f5 ("firewire: add kernel API to access CYCLE_TIME
register") was merged into Linux kernel v5.19. It adds kernel API to
read value of CYCLE_TIME register in 1394 OHCI card and unit driver can
retrieve current bus time at 42.196 Mhz resolution.

I have a plan to use the new function to improve some functions related
to bus time.

This commit updates minimal version of depending Linux kernel up to v5.19
or later.
