[merge] Add "build copycat" feature - don't build anything, copy from existing build.
This is useful to debug build aspects not tied to compilation - like LAVA
submission or arrifact publishing. To use, point BUILD_COPYCAT var to build
name and number, e.g.:
BUILD_COPYCAT="~linaro-android/panda/422"
