Re-enabled func_str.test after removing bad syntax
for ZEROFILL and non-utf8 character sets.

Separated LENGTH(), ENCODE/DECODE(), AES_XXX(), MD5(),
CRC32() and INET_XXXX() into their own separate tests.

Commented out some weirdness in func_str.test to get it
passing.  This test will need to be picked through and
broken out in order for for to be confident it is actually
testing variations of string functions.
