Major directory layout cleanup:
- rearrange libs to match installed layout
- move installed client headers to eq/client
  o use EQUALIZER_OLD_CLIENT_LAYOUT cmake option to also install them in eq/
- remove now obsolete header forwarding
- move external libs to libs/<libName>
