Debian package update (2)

* debian/copyright: make lintian happy with upstream authors
declaration.

* debian/rules: use debhelper

* debian/control (Build-Depends): add it.
(Build-Depends-Indep): ditto.
(Standards-Version): upgrade to a more recent standard version.
(Depends): all packages we should depend on.
(Replaces): old debian records packages should be replaced by the
unique records-el package now.
