Set up retracers for multiple target architectures

Introduce configuration option "daisy-retracer-architectures" which specifies
the list of architectures to process reports for. Default to i386, amd64, and
armhf.

Drop the static /etc/init/retracer.conf upstart job and dynamically create
/etc/init/retracer-<architecture>.conf based on above configuration variable,
and restart the retracers accordingly.

Run the config-changed hook on upgrade, to transition a node from a previous
charm to the new layout.
