SP-222 [IMP] allow to create periods with state_sync_flag in synchronization
context.

Compaction of the SYNC_SERVER will compress the following :
1- period creation
2- period change state to state_1
3- period change state to state_2

into
1- period creation with state_2

So it is required - in the context of synchronization - to allow the creation
with a given state_sync_flag.
