Merge support-extra-pppas [f=1556813] [r=tealeg,danilo,landscape-builder] [a=Free Ekanayaka]
Add support for setting extra PPAs besides the one that the
landscape-server package will be fetched from. The main use
case is QA wanting to test the server with development
versions of external dependencies (e.g. juju proposed).
