Fixes lp#1043880 (calling apt-get update implicitely).
In addition to the bug-report this is now universal for both chrooted and non-chrooted builds. Implicit "apt-get update" call before mk-build-deps was therefore removed.. Fixes: https://bugs.launchpad.net/bugs/1043880. Approved by Sergio Schvezov, jenkins.
