Adding new multiphase schema, which will be associated with files ending .mpml,
and removing the is_multiphase_component from the prognostic_fields.rng

If you want to use this new schema you need to add this new option to your
.diamond/schemata as I have not altered the diamond source at all. 

For now I have only tried to strip out the stuff we will not be needing, and
also have not yet answered the question of how we deal with multiphase components.
