Add an option and code for solenoidal enforcement of a vector field (ie velocity)
for when the lagrange multiplier (ie pressure) is CG to test 
the divergence of the vector field with the CV dual mesh, 
rather than the default CG.

This is to make it consistent with what may actually be happening for 
the velocity-pressure solve.

This also corrects the use of ctp_m (rather than ct_m) in the 
divergence of the known vector that is inserted to the projection rhs.
