There is now an option to control whether the slope limiting for the vertex-based Kuzmin scheme is applied directly to the velocity or to the velocity tendency in the momentum equation solve.  This is controlled by the schema node at:

 ...velocity/prognostic/temporal_discretisation/discontinuous_galerkin/limit_slope_apply_to_tendency

Note this commit switches the default behaviour *back* to applying it to the velocity.
