Remove legacy server support.

Remove the legacy server code and documentation.

Also change the deployer functional tests so
that it's easier to investigate possible
watcher errors. Also enable failfast mode so that
errors are notified sooner rather than later.

QA:
please `make deploy` the charm and ensure the GUI
works as expected.
Also run `make test JUJU_ENV=your-env` to run unit and
functional tests using both the precise and the trusty
charm (based on the default series of your-env).
