Merge use-smart-to-get-dpkg-arch [f=397480] [r=jkakar,bigkevmcd]

- Add a SmartFacade.get_arch method to get the system dpkg architecture,
  and remove the dpkg --print-architecture process call.

- Sanitize the environment passed to spawnProcess by the watchdog when
  starting the other daemons.
