When writing file, write arc angles with decimal places.
pcb currently will read a file with non-integer angles, but rounds to
the nearest integer when writing arcs with such angles. Precision
greater than 1 degree is needed when creating complex shapes using
arcs, e.g. board outlines to fit some enclosures.
