Use apport from bzr instead of package

Check out the latest release of Apport from lp:apport instead of using
packages. This allows us to more rapidly roll out new apport-retracer features
and fixes, and also allows for easier cherry-picking from trunk.

Drop building the i386 chroot. It was not being used for anything, and apport
2.7 can process any report architecture on any host architecture so we do not
need chroots any more.
