Add standalone ceres-maintenance and plugins (#43)
Merge pull #43 from iain-buclaw-sociomantic/ceres:
* Copy ceres-maintenance and plugins from megacarbon
* Pass flake8 checks on ceres-maintaince and plugins
* For now, remove carbon integration from maintenance.
* Use python, not python2.6
* Add plugin scripts to setup.py
* Running plugins should work for both Python 2 and 3
