debian: Removed unnecessary X-Python3-Version header

From the Debian Python Library Style Guide[1]:

  The oldest supported version of Debian (as of 2018-05-03) includes
  python3.4, so if the minimum version is less than 3.4, there is no
  need to include X-Python3-Version.
