Merged environment-config branch [r=kapil]
This introduces the beginnings of the ensemble-control tool, by reading
the environments configuration which should sit in
~/.ensemble/environments.yaml
In additon to reading and processing it, this also adds the logic to
build MachineProvider instances which are custom to the given types
declared in the environment.
