[billy-olsen,r=hopem] Add virsh power support to juju vm.

Introduces a new virsh block in the maas config which allows the user
to add private key, public key, and a remote hypervisor uri. If the remote
hypervisor uri (virsh style) isn't specified the --remote value is specified
as the virsh uri.
