Fixed a bug in I2CE_FileSearch where not all found files were returned.

More modularization of I2CE to make I2CE_Template leaner.  We no longer
need (so i removed) the pre_template_process_display

Changed the config files so we can now have modules directly in I2CE

Made a module in I2CE for processing of <script> and <span type='module'> tags.

Moved all existing internationalization stuff to an ihris-common module (though
perhaps it should remain in I2CE)
