Added in module for allowing a person to edit their own record based on an email address attached to this record.  This requires a user account be created called '_email_access' that has no role associated with it.  The person can request an access link that will be emailed to them that will give them 1 hour of access to edit their own record.  Additional tasks can be associated with the person if necessary to allow additional changes.  This is the intial implementation of this feature so additional changes may happen.
