did some slight module relocations
there are no longer any roles referenced in common! all roles have been transformed to tasks.
manage has been updated at rev 212 to take advantage of these new tasks.
qualify has not been updated (as of rev 122)
fixed some stuff with CEUs and moved the training/CEUs page back to qualify
