Fix missing common install
heavy duty checking for Desktop tag
reworked themes to be better

* Desktop
  - properly check for and add background tag if it doesn't exist
* Panel
  - check for Tray element existing
* debian
  - re-add common.install
* themes
  - remake reboot into a gxmessage dialog
  - full icon theme integration for Numix-Circle in themes
