Makefile: fix variable assignment quoting.

variable declarations in make do not need "".
having them there resulted in errors like:

mkdir: cannot create directory 
  ‘"/home/smoser/cirros/../out/build/arm/"tmp/cg-3125’:
      No such file or directory
