cirros-dhcpc: handle local subnet routes from dhcp server
Support local subnet routes (RFC 3442) in DCHPv4.
This fixes an issue where we would see:
route: SIOCADDRT: Invalid argument
WARN: failed: route add -net "169.254.0.0/16" gw "0.0.0.0"
