Make application start robust for errors in loading translations

Issue seen on windows where loading translations in Norwegian (Bokmal)
leads to an unicode error when gettext tries to create paths of 
translation files.
Can't fix the root cause, but put a try .. except block to catch
any exception and install dummy gettext functions.
