Merge the Remote server implementation and structuring.

Do some small tweaks according to Samuele's review comments.

Remove the ProtocolEncoderV1.encode_request method, as this is
being logically done by the responder and the client classes.
Although both of them might want to share functionality, since
the data is almost the same on both sides.
Remove a superfluous test.
