Move to using TestResources.

This will hopefully make resource management easier, but there are some
issues that make it suboptimal currently. In particular, D-Bus refuses
to let existing connections talk to new services, even after a config reload
apparently. This means we have to enforce the ordering of connections to the
bus by adding extra dependencies currently.

Also, we can dispense with creating session buses in the tests now.
