Switch to testresources throughout and make it work.

Extending some interfaces means we can work around some D-Bus restrictions,
notably the fact that newly added send permissions don't affect existing
connections. Therefore when we add permissions we signal all connections to
reconnect.

I expect test-suite bugs to arise from these changes, but I don't know of
any at this point.
