Allow Aptdaemon to use Aria2 for downloading packages when installing or upgrading.
Package downloads are now independent of Apt's lock.
The code is a bit ugly but in a working state.
Gives a good foundation for supporting Bittorrent (just need to lookup the BTIHs from somewhere).
