* initctl: Rename to util again, I don't want a separate directory
for every single little tool; and we'll be shipping more than just
initctl (e.g. a non-compat reboot).
* configure.ac (AC_CONFIG_FILES): Make util/Makefile instead of
initctl/Makefile.
* Makefile.am (SUBDIRS): Descend into util, not initctl.
