New dependency management
The new config-manager.txt now tracks all sourcedeps, while
requirements.txt just tracks developer dependencies elegible to be
installed via pip.
Bootstrap related fab tasks have been removed and moved into a
Makefile.
The way paths and sourcedeps are handled is now simplified, and python
modules from sourcedeps are tracked via versioned symlinks from lib/.
