fixed and tested adduser.sh and deluser.sh; local user is added when creating a user, mainly for consistent uid counting in the system. other than that, local (non-ldap) settings are never touched, for example users are not added to local groups, or removed from them, and even after an ldap user is removed, the local account remains in place
