Add a way for someone to specify a url in the form:
http://example.com/path/to/$package-$version.tar.gz

the package name is taken from $package, the file is downloaded and then the
package built.

This isn't very nice, we can improve the commandline parsing to make this
nicer. Currently this is required for installing things like rdflib that
provide a download url, but don't have a package uploaded to the cheeseshop.
