Merge canonical webops cassandra charm changes, as being used in production:
* implement storage volume support (volume-map idiom, as found in postgresql
  charm) - note that this may change in the future when Juju implements its
  own permanent storage management.
* add apt-repo-spec, apt-repo-key configs, default to apache.org 12x cassandra
  packages
* add exec.d/ pre-install hooking to install hook
* other set of tweaks/fixes:
  - some 1.0.x cassandra-env.sh comes with -Xss128k, which voids starting
    cassandra as it required at least 160k - fix it to be 256k
  - use more bashisms at cassandra-common
