[timkuhlman, r=stub] Add a basic amulet test, update to Python3 and move from Cheetah to Jinja2.

This set of changes includes a modernization of the charm in preparation for supporting
multiple installations of the charm on a single unit with many options. In addition to
the above changes lint checking and fixes were done.
