The Eucalyptus plugin is disabled if a EucaToolsError is raised when
it runs. This kind of error typically means that credentials
couldn't be retrieved, because the plugin is being run on a non-CLC
machine. Disabling the plugin prevents error messages being both
repeatedly written to the log and sent to the server.
