Adding the unconfined policy module.
Reworked the policy modules handling of their symlinks to /etc/selinux.d.
Added /etc/selinux/config to policycoreutils from upstream.
Changed the semodule trigger to use SELINUXTYPE from /etc/selinux/config as the paramerter that selects the store (semodule -s $SELINUXTYPE).
