Merge postgres-repeatable-read [r=jkakar,stub] [f=968298]

Switch to REPEATABLE READ as default isolation level for Postgres, as it's the
same for Postgres < 9 as SERIALIZABLE, and provides something saner on Postgres
9. psycopg2 >= 2.4 needs to be used to see the change.
