[r=blake-rouse][bug=1233713,1337437,1371763][author=maas-maintainers] Replace the use of OperatingSystemRegistry with RPC calls for available operating systems and validation of license keys. Fixes the hard coding of supported releases in OperatingSystem classes. The cluster now asks the OperatingSystem class if a given boot image is valid for that operating system. This change enables the support of Utopic in trunk.
