US-4703 [IMP] OCA VI: adapt restrictions on journals to be the following:
- always exclude Migration and HQ journals in JI (i.e. include FXA journals)
- always exclude Migration, HQ, and Engagement journals in AJI (i.e. include FXA journals)
- include In-kind Donations and ODX entries in the Raw data file, but exclude them from the Formatted data file
- exclude free1 and free2 lines
