move masking to UpgradeView

do-release-upgrade will exec into the view meaning the unmask
never happens.
by moving the masking to surround the view we have closer
coverage of the "cricitcal" section (i.e. the actual upgrady bits).
most importantly this however fixes unmasking, so after upgrading
(or aborting it) packagekit can be brought back online again
