Actually, whenever we started using Xcode 5.1.x to build the iOS 8/ARM64 code, it ceased being possible to use any OS X version < Mountain Lion to do the build, and even before that, the use of Xcode 4.5.x or 4.6.x for building the ARMv7s code necessitated the use of Lion or later.
