delete unused sc/ui/gtk3/w/sections.py, this means we can delete data/images/arrowsandclouds.png - also updated the imagedialog tests to use the fallback banner as a test image rather than the arrows - the only unintended side effect of this branch is that the qml ui no longer displays clouds in the bg - this is fine though because if we ever use a qml ui it will need quite a bit of love and won't make use of the clouds
