This is a Django 1.6 project, using Python 3, initiated at the National
Day of Civic Hacking (NDoCH). See: http://ndoch.codefornova.org/

Specifically, I'm hoping to focus on something for the Department of
Energy's Catalyst initiative with a focus on Solar stuff, after chatting
a bit with a DOE representative at NDoCH. See:

Ideas for Catalyst projects are listed at
http://catalyst.energy.gov/a/ideafactory.do It appears that the votes
system doesn't work, since it appears everything has zero votes.  One
suggested project that seemed to interest the DOE rep:

### Solar Beacon
